Program Manager Position @ National Association of Counites (NACo)

The Program Manager for Health and Human Services, sits in the Programs and Practices division of NACo’s Counties Futures Lab and helps to manage a portfolio of projects that aim to promote and foster county-level innovations nationwide. Duties of this position include a variety of professional assignments aimed at informing, educating and assisting county officials across the country in their efforts to improve local services for low-income individuals and families, particularly their access to and engagement in public human services, post-secondary education and workforce development systems. The Program Manager reports to the Associate Program Director, Health and Human Services. The position is dependent on the availability of project-based outside funding.

Position Responsibilities and Activities

  • Actively promote NACo initiatives for children, youth and families and county human services in written materials, conference calls and national webinars, small group convenings and national events.
  • Provide quality information and guidance to county government officials on topics related to county human services, workforce development and post-secondary education.
  • Plan and conduct technical assistance activities and idea exchanges for county leaders.
  • Research best practices and develop educational resources such as webinars, workshops, case studies, toolkits and issue briefs.
  • Manage the timely delivery, day-to-day quality and completion of project deliverables including other assigned duties under the guidance and direction of the Associate Program Director.
  • Maintain productive ongoing relationships with NACo members, foundation and corporate funders and other NACo departments.

Job Requirements

  • 3-5 years of experience in public policy, local government or foundation sector.
  • Bachelor’s degree required (advanced degree preferred) in public policy, social work, psychology or sociology and preferred concentration in human services, education, workforce development or related fields.
  • Excellent verbal and written communication skills, including in public speaking and in conducting formal meetings with internal and external stakeholders.
  • Excellent project management skills, including demonstrated capacity to develop and execute workplans and meet or exceed established deadlines.
  • Initiative-taker and shows enthusiasm for and strong content knowledge of human services and education policy and programs and strategies addressing racial equity.
  • Knowledge of federal, state and local governments and relevant organizations.
  • Brings collaboration, innovative ideas and creativity to the position and work products; works well under pressure and as part of a team and with external partners.
  • Ability to work well in a political environment while maintaining non-partisan perspective.
  • Demonstrated ability to maintain credibility and positive relationships with various constituencies.

Working Conditions

  • Hybrid Workplace Schedule
  • Some travel required, estimated at 4-6 trips per year.
