Program Officer, Online Course Programming @ FHI 360

FHI 360 designs and implements academic, professional, cultural, and youth exchange programs for students and emerging leaders around the world. The Online Professional English Network (OPEN) Program, funded by the U.S. Department of State Bureau of Educational and Cultural Affairs, offers professional development opportunities to foreign English teachers and other professionals through virtual exchange components that build mutual understanding, including online courses, events, and a Community of Practice (CoP). Essential Job Functions:

The Program Officer reports to the Project Manager for Online Curriculum Development and collaborates with the project management team to plan project activities. In addition to supporting subaward implementation, tracking and closeout, the Program Officer supports a diverse array of activities ranging from alumni training programs to statistical and survey reporting. Specific responsibilities include:

Programmatic Administration

  • Supports project management by developing timelines and workplans for RFAs, subaward implementation, and project closeout and preparing subawards for internal review and approval, including writing cost analyses and selection justifications.

  • Compiles input for internal and external reporting, such as course enrollment and completion data and survey responses.

  • Compiles alumni data, coordinates outreach, enrolls alumni in courses, monitors completion, and places alumni in follow-on programs.

  • Plans online events to recognize alumni achievements: develops agendas, invites speakers, develops slides/scripts, and produces live events.

  • Archives online courses and uploads them to OER repositories.

  • May periodically update project website.

  • Fulfills other administrative and special project duties as assigned.

Business Development and Proposal Management Support

  • Contributes to proposals and budgets for U.S. embassy-funded small grants.

Finance Support

  • Reviews partner submitted budgets for accuracy and compliance with program requirements.

  • Compiles pre-award assessment materials; may review and analyze procurement policies, single audits, or other financial, accounting and management data.

  • Tracks deliverables, invoice submission, and payments. Prepares quarterly accruals for submission to department Finance Team.

  • Liaises with internal units including finance, contracts, etc. to support subaward implementation and close-out.

Requirements

Preferred Qualifications:

  • BA required in Education, International Education, International Studies, Economic Development, Finance, Accounting, Research, Technology, or related field required.

  • 2-4 years of experience supporting projects and/or a technical practice area required, preferably with a program or project involving U.S. university partners. Working knowledge of TESOL concepts a plus, such as experience as an ESL/EFL educator or tutor.

  • Experience working in a non-governmental organization (NGO), government agency, or private organization.

  • Strong computer productivity skills required including the use of databases, survey software, word processing software, Microsoft Excel, SharePoint, Microsoft Team and Google (docs, sheets, forms, etc.) and capability to learn new technology products. Experience with an LMS such as Canvas a plus.

  • Prior experience with Deltek CostPoint or other finance/accounting system strongly preferred.
